Driving on public roads comes with major responsibilities, especially for people operating commercial vehicles. When a DOT drug or alcohol violation occurs, a formal compliance process begins.
The Department of Transportation Substance Abuse Professional assessment is required for commercial drivers and other safety-sensitive employees who fail or refuse a DOT drug or alcohol test. It determines what steps must be completed before the employee may become eligible to return to safety-sensitive duties.

How the DOT SAP Evaluation Works

- 01Evaluation by a Certified SAPA qualified Substance Abuse Professional evaluates the violation, substance-use history, and circumstances to determine the appropriate education or treatment requirements.
- 02Education and TreatmentYou complete the education, treatment, or both that the SAP recommends. Completion is required before moving forward in the Return-to-Duty process.
- 03Follow-Up EvaluationThe SAP confirms whether you successfully complied with the recommendations and determines whether you are eligible for Return-to-Duty testing.
- 04Return-to-Duty and Follow-Up TestingAfter a negative Return-to-Duty test, the employer may restore safety-sensitive duties and must carry out the SAP’s follow-up testing plan.

Who needs a DOT SAP evaluation?
Commercial drivers and other DOT-regulated safety-sensitive employees who test positive, refuse a test, or otherwise violate DOT drug and alcohol regulations must complete the SAP process before returning to safety-sensitive work.
Can any substance abuse counselor perform the evaluation?
No. The evaluation must be completed by a DOT-qualified Substance Abuse Professional. A counselor who is not properly qualified cannot provide an evaluation accepted for the DOT Return-to-Duty process.
Can the evaluation be completed online?
Online evaluations may be available and can reduce travel and scheduling difficulties. Your provider must still conduct the evaluation in a manner that satisfies applicable DOT requirements.
What happens after the initial evaluation?
The SAP recommends education, treatment, or both. After you complete those recommendations, the SAP conducts a follow-up evaluation and determines whether you are eligible for Return-to-Duty testing.
Does completing the SAP program guarantee my job back?
No. Completing the process can restore eligibility for safety-sensitive work after the required negative test, but employment decisions remain subject to the employer’s policies and available positions.
