FMCSA SAP Program
A clear, structured path for CDL drivers who must complete the DOT Return-to-Duty process after a drug or alcohol violation.
What Is the FMCSA SAP Program?
The FMCSA SAP Program applies to commercial drivers who violate Department of Transportation drug and alcohol regulations. This includes drivers who test positive or refuse a required drug or alcohol test.
The program is designed to help drivers address the violation, complete the required evaluation and recommendations, and safely work toward returning to a safety-sensitive position.
Records related to the violation and Return-to-Duty progress are maintained through the FMCSA Drug and Alcohol Clearinghouse.
How the Program Works
The SAP guides the driver through each required stage of the process.
01. Initial Evaluation
A DOT-qualified Substance Abuse Professional conducts a face-to-face assessment and reviews relevant history and circumstances.
02. Education or Treatment
The SAP recommends an appropriate education and/or treatment plan based on the evaluation.
03. Follow-Up Evaluation
The SAP confirms whether the driver successfully completed the recommendations and is eligible to proceed toward Return-to-Duty testing.
What Is the FMCSA Clearinghouse?
The FMCSA Clearinghouse is a secure online database that stores information about commercial drivers’ DOT drug and alcohol program violations and Return-to-Duty status.
Driver Record Queries
Employers check the Clearinghouse before hiring CDL drivers and conduct annual queries for current drivers.
Violation Reporting
Employers, MROs, SAPs, and C/TPAs report positive tests, refusals, and completion of Return-to-Duty requirements.
Driver Notifications
Drivers receive electronic notifications when new information is entered into their Clearinghouse record.
Access Controls
Access is limited to authorized drivers, employers, enforcement personnel, and other approved users to protect private information.
Compliance and Enforcement
The database helps employers and enforcement agencies confirm compliance and respond when violations remain unresolved.
