What is the DOT Return-to-Duty (RTD) Process?
Employees in safety-sensitive positions who violate drug and alcohol standards must complete the SAP Return-to-Duty process (RTD). The mandate is set by the Department of Transportation (DOT). The goal of RTD is to ensure public safety by requiring individuals to prove they are fit to resume work following substance abuse treatment.

The Steps in the Return-to-Duty Process

Evaluation by Substance Abuse Professional (SAP)
You must undergo a thorough evaluation by an SAP to assess the substance abuse issue. A treatment plan is then provided based on the evaluation.

Substance Abuse Treatment
You must complete the treatment program recommended by your SAP before returning to duty. Rehabilitation, medication-assisted treatment, and counseling are among the available options.

Return-to-Duty Drug Test
After completing treatment, you must pass a Return-to-Duty drug test conducted under direct observation.

Follow-up Testing
Unannounced drug tests will be administered for a duration set by your SAP. This typically includes at least six tests within the first year.

Return-to-Duty Timeline
From the first SAP request through follow-up testing.
01. Send SAP Request
When a driver is barred from performing safety-sensitive duties because of a DOT program violation, the employer provides a list of DOT-qualified SAPs. The driver selects an SAP evaluator to initiate the process.
02. Designating the SAP
The driver contacts the DOT-qualified SAP and enrolls in the program. Once the request is accepted, the SAP is officially designated and supports the driver throughout the process.
03. Complete the Initial SAP Assessment
The driver meets with the SAP for a face-to-face clinical evaluation. After the assessment, the SAP updates and completes the required report details.
04. Eligibility for the Return-to-Duty Test
Following the SAP’s recommendation, the driver completes the required treatment and education. Compliance can lead to a Return-to-Duty letter confirming eligibility for testing.
05. Return-to-Duty With Negative Results
The current employer requires the driver to take an RTD drug test. A negative result lifts the prohibition on performing safety-sensitive functions.
06. Complete the Follow-up Testing Plan
After the driver resumes professional duties, the current or future employer completes the SAP’s follow-up testing plan. Information is maintained in the FMCSA Clearinghouse for five years from the violation date or until the plan is completed.
